AMD Radeon R7 260X Under-performing?

Hi,

I would like some opinions on why my R7 260X seems to be under-performing in some games. For example, Skyrim is really laggy sometimes on high settings when i have seen other people play the same game on ultra settings no problem.

Could it be a driver issue?

Processor: AMD Athlon ii X4 760K

PSU: Corsair CX500

GPU: Sapphire AMD R7 260X

Hard Disk: Seagate Barracuda 500GB

Ram: Corsair Value 8GB 1333Mhz

P.S. I have also noticed that the GPU Usage indicator tends to fluctuate. I have heard other people having the same issue.

Have you tried completely wiping your drivers and reinstalling the latest version?

If GPU usage is not between 90-100%, check the load on your cpu as it could be a bottleneck. Also try to unpark the CPU cores (Google tells you how, typing on my phone 😀)

Load is 70-80% on gpu but around the same on cpu! Also, how can my Athlon ii x4 760k be a bottleneck? Pretty sure it would've run fine.
