AMD Radeon R9 290 doesn't work

I've had a GTX 460 for 3 years, decided it's time for an upgrade so i bought an AMD Radeon R9 290. The first one didn't work so I got a refund from amazon, bought another and the same thing happened. All I get is a black screen, no bios no nothing, also the vga led goes off red and stayes on. I checked if my old graphics card works to see if my pci has gone bad but no it worked fine. Guys what is wrong?
 
First, did you plug it into the power? Off the top of my head it uses 2 6-pin molex connectors. Secondly, is your power supply powerful enough? A 750W PSU is recomended for the R9 290. Lastly, it could be BIOS incompatibility. Does your motherboard beep six times over and over? If you wait long enough, the video card will be recognised when Windows boots if this is the case.

What are the rest of your specs?
 
Yes I have connected the 8 and 6 pin molexes. I do have a 750W power supply but I think the power supply might be the problem, it's a 750W Detla power supppy. My motherboard does not beep, and as I have said the system doesn't post.
My specs:
CPU - AMD Phenom II x6 1090T
MOBO - ASUS Crosshair V Formula
PSU - DELTA GPS-750AB A
RAM - Corsair Vengeance 16GB(4x4) 1333MHz
2 120 SSD's forgot what models they were but i know they're Corsair something, and a seagate hard drive.
 
How old is your PSU? And is it rated 80+? If your card came with its own molex connectors and if your PSU is modular, try swapping to them instead. AMD cards just don't power on if they're not getting enough power.
 
Ohh yeah i forgot to say that the fan on the graphics card goes crazy wheni turn the computer on, and I have no idea what kind of power supply it is and if its 80+ because it came with my old pc i bought about 4 years ago. And no its not a modular PSU. Computer starts but there is no bios, no post just endless blackness. I tried my old graphics card to see if my pci-e slot was being shady but no it worked just fine. I have no idea what is going on, any more ideas?
 
I got it to work now, I flashed my bios and it worked well on that shady power supply. I will change the power supply anyway but thanks for the help dude.
