2 R9 290s in Crossfire will definitely beat a single GTX 980 (in a 1 R9 290 vs 1 980 scenerio, 980 is faster). However, with Crossfire, not all games support it and will 2 cards, your power consumption will be doubled from a single card and you case will be hotter. If you just want the most performance, grab 2 290s and call it a day.
