AMD Raedon HD 7750 No display when installed

There is no video output when I install the graphics card there is no output on the screen. I've tested both the HDMI and DVI ports yielding nothing. When the card is plugged in the display ports on my motherboard don't work either. However, they work fine when I remove the card. I've tried installing the drivers prior to installing the card and there is no change. The motherboard has worked fine up to this point so I don't believe that is the issue. Additionally when the card is plugged in the motherboard sometimes resets, usually about 5 seconds after I power it on and then not again. Although sometimes it happens frequently until it stabilizes. This only happens when the card is plugged into the PCIe slot.

Also I have tried to remotely access the computer to see if the graphics card is recognized or if there is a prompt on the screen but I believe it is automatically booting in safe mode/windows repair because of the resetting issue which disables the option for remote access.

*Update* I have tried using an old graphics card I have and the display works. Does this mean my Raedon HD7750 is DOA?
 
1)Remove the gpu , plug monitor cable to mobo's onboard output

2)start pc - go to device manager - display - uninstall whichever drivers is

3)restart pc - put gpu back


or

1)go to bios settings - set primary display device to PEG OR PCI E

or

1)Update your bios to latest

or

1)update your mobo drivers

or

1)make sure you have connected vga or dvi cable from GPU to monitor not onboard on mobo to monitor
 


I have tried all of this and had no success. I might just contact the supplier and get a replacement 🙁
