What the title says. Makes certain taxing games run with lower FPS and sometimes makes them crash. This GPU was built overclocked and I have tried manually underclocking to no avail.

As you can see in the picture, the activity chart shows that the memory clock can hit its max at 2000 MHz, but will go back down to the 300 MHz problem.
Steps I have taken:
- Using DDU (Display Driver Unistaller) to Clean Uninstall AMD Drivers, and then reinstalling the Drivers
- Underclocking GPU using AMD Wattman / MSI Afterburner (System has since been set back to default OC settings)
Possible Contributing Problems:
-Recently upgraded from Windows 8 to Windows 10
-AMD Display Drivers are updated to newest drivers, (problem did not exist with older drivers)
Any help or tips would be greatly appreciated.
