AMD RX 570 performs worse then R7 360 on A8 7600?

So my friend has an amd a8-7600 quad core pc with previously a 2Gb r7 360 in it, he swapped it with a 4gb rx 570 and it actually performs worse in some games(GTA V runs at 24fps on high while the r7 360 did 37 on high, for example). He has 8gb of ddr3 ram, some Asrock ultra durable FM2+ motherboard, and an AMD A8-7600 Elite Quad Core APU.

as i say: CPU bottleneck. that's why we don't simply pair weak CPU with faster GPU. if the GPU is too powerful for the CPU to keep up you could end up getting negative result over much weaker GPU. i have first hand experience on this in the past. good thing for me back then intel still did not restrict overclocking to specific CPU only. so overclocking my CPU almost eliminate the problem.

if overclocking is not an option the only way to get better performance on that 570 is by using much more powerful CPU.

If he wants to sell it yes. Definitely invest in a newer CPU, either Ryzen or Intel 8th-gen Core i series. He'll have to buy new motherboard and DDR4 RAM also.
