try to troubleshoot from
minor solutions to major solutions
1. Reset your gpu in another slot of your motherboard ( make sure to fit gpu in it properly )
now go to bios and reset cmos so cpu will run at stock settings ( not to worry about over clocking (
2. install guru gpu uninstaller and install latest driver from official site
3 Try to see if gpu power cable isn't loose ( 4 pin -6 pin wire from psu )
4. remove gpu then play any video
if still occurs then gpu is safe
5. Rma mobo
if thats ok
then psu is the suspect
While I understand your points, I don't think any of that would be a problem for new a computer that worked flawlessly for 1 month, I didn't moved my central unit or did something to it so cable or slot would loose.
Motherboard will usually report other problems than just Graphic Card driver problem, but I can't say PSU can't be suspect as it can be always the problem of random things.

1. I suspect on Windows 10 Update, and this is why...
Last night, Start -> Settings -> Update, I downloaded update, and I did not restarted computer to let it actually update all the way till now,w hen I finally did it.
I don't know, but this might cause some configuration errors inside system or drivers.
Also, just after I posted this, I tried opening AMD settings, and look how it looked...
This made me thinking it is actually software problem, or is it?
I just did updated (finished) Windows 10 to 1909 version, and I updated AMD to 19.2.2 version.
2. Some people say that this issue can be fixed by raising the Power Limit in Radeon Settings / Gaming / Global Wattman - to 50., but I can not find Wattman in newest version, as its very different than latest one.
And if updates don't solve my problem, I will have to change radeon settings, but I have no clue what to change and where, but I did read some say that these GPUs just need more power, and that needs to be manualy set in AMD settings.
3. If it keeps repeating, test will integrated card do the same. But, I know that would not be very reliable to say its not PSU again, as RX 580 needs more than integrated card.
