Amd Ryzen 1600 with gtx 1070 Low Gpu\CPU usage, HELP ME!

Hey, so i just finished building my pc :

Windows 10 pro 64-bit
Amd ryzen 5 1600
gtx 1070 Asus Dual
B350 bazooka
16gb ram G.skill Fortis ddr4 2400mhz
931GB Western Digital WDC

And i notice that i was getting lower fps that i should, i tested some games like : Cs go and Rust.

Cs go - around 250 fps (High setting)
Rust- 30-70 fps (normal setings)

as you can see from the cs go screenshot my cpu was at 23% and my gpu was at 19% usage.

I already Disabled GameDVR and Vsync, all Nvidia drivers are up to date.
The funny part is when i made the benchmark of unigine heaven and valley my gpu got up to 99% usage.

Please Help me.

It's normal for some games not to fully use your hardware. I don't see having 250FPS as an issue? Don't know why rust would be that low but do these steps:
Set your PC to High Performance Mode
Update Drivers
