Question AMD Ryzen 2200G: If Vcore changes can I assume frequency is also changing?

I am trying to overclock my Ryzen 2200G CPU.

When I set the frequency to 3700, it is stuck at that value at all times, as measured by Ryzenmaster and HWinfo. The frequency does not drop when workload is dropped.

On the other hand Vcore changes according to demand, and when idling temperatures are cool with fans running at low speed.

Based on Vcore, temperature and fan behavior, can I assume that the CPU frequency readout might be incorrect, and the cores are actually going up and down in frequency according to demand? Thanks.

Voltage changes with load not necessarily with CPU frequency.
