AMD Ryzen 2700x New build lag issues

So I just built my first pc and here are the specs. The only thing here that is not new and was used in my last computer (pre-built), is the 1060 6gb.

CPU: ryzen 2700x
GPU: evga 1060 6gb
Board: ASUS B450-F
Ram: Corsair Vengeance RGB PRO 16GB (2PK 8GB) 3GHz PC4-24000 DDR4
PSU: Corsair 750 watt

Problem: First, all temps are fine. I feel that the processor is slower than it should be but I dont really know of a way to check if it is running to spec (not my main concern right now). The main issue is that when I am running a game, my screen lags every 10 seconds or so. The lag lasts for like .25 of a second but it is really annoying. Not sure what to do or try. It happens on multiple games, regardless of graphics settings. If someone wants me to, I can record when the lag happens on geforce experience and see if it shows in the video. Maybe it would mean something different if lag showed in video v.s. lag not showing in video?

Some things I have found on forums suggest it is a hard drive issue perhaps? I have windows 10 and my games on a samsung ssd.

NOTE: windows 10 was installed when I had a intel i7. I did not reinstall windows when I switched to new pc build with ryzen 2700x and new motherboard! Windows re-activated itself.

UPDATE: I have flashed/updated bios and updated ryzen drivers still have issues.
 
I will let you know if that fixes the issues. Can I just go into settings on Windows 10 and do "reset this PC"? It is a fresh install of windows to my knowledge.
