I am building out a PC to be used with Abobe Creative Suite. No games.
I have purchased
AMD Ryzen 5 3600
ASRock X570 Steel Legend WiFi ax ATX AM4 Motherboard
Western Digital WD 500GB Black High Performance NVMe SSD PCIe Gen3 x4 M.2 2280 STD- WDS500G2X0C-OOL350

Would like advice on
Sapphire Pulse Radeon GPU RX590 8GB PCIe GPU
or
Sapphire Pulse Radeon GPU RX580 8GB PCIe GPU for $20 less

The RX 590 is a faster GPU than the 580, and so in programs that use GPU acceleration, the 590 is the better choice. For $20, I think it is worth it.

For the RAM, the F4-3200C14D is the better performing choice. It's CAS Latency is 14, while the cheaper one is 16. For anything that gets loaded into the RAM, which is a lot in Creative Suite, the CPU will be able to access this a lot quicker. Once again, if your budget allows for this, the more expensive choice wins.
