UFO?

Your budget is HUGE for a CPU/mobo/RAM/PSU/case.

Do you have a ballpark amount of RAM you typically utilize in your workloads?

What SSD(s) do you have (brand/model/capacity)

Do you need a large HDD for cold storage?

If you can afford the cost difference, the 5950X has a LARGE jump in IPC (19-20% average, sometimes more for apps that were cache and RAM speed sensitive) and overall performance in...pretty everything processed by the CPU.

As the 5950X is one of the fastest CPUs around, are you asking if you will get the same framerates as someone with a 5950X and a 3090? Of course you will not.

But, a 2080Ti is not suddenly a doorknob either.

The pairing should last a while, as you have twice as many cores/threads as 'needed' for gaming.

Presumably, it's 'will the 2080Ti restrict top delivered performance as compared to better GPUs', so , the answer is clearly, 'yes'. But, any GPU less than a 3090/6900XT gets a similar answer, so, the usefulness of the question or answer fades quickly.

Is the 5950x good for after effects.

It will but why the 2080 Ti? Why not the 3070 or 3080 now that they're out and much cheaper?

Because I already have 2080 ti and I can use it for now even if I get new card it will make few seconds difference.

Is this setup considered beast as people use this word.
I work with 1080p video and 4k so will it run smooth no laggs

Yes it will run smooth. It is a beast. Not the beast it would've been a year ago. But still a beast

Is the pay good? Running rtx 2080 ti
Is this CPU strong enough working along side the rtx to cut down on render times on after effects.

Full reinstall.

For the OS activation, read and do this before you change any parts:

Yup, as others have said, best practice is a full wipe and reinstall. Windows is not modular in this fashion and even though Windows 10 tries to compensate for people who don't want to do things properly, more often than not you regret it due to issues sooner or later.
