[SOLVED] AMD Ryzen 7 3700X - how to keep constant speed?

I brought a new PC assembled from a computer shop few days back. Later i have been noticing the Task Manager CPU section. below it shows Base Speed: 3.60 GHz, to the left of it the Speed with Utilization keeps changing based on what all i run on this PC. Now sometimes it goes above 3.60 Ghz (Not sure what is the X in 3700X, is it over clocking?). Is there a way i can set the Speed to 3.60 Ghz and not go above? .... How will be the CPU perform overtime, when the speed goes above 3.60 GHz? .... Excuse me if this a noob question :)

Solution
Its called Turbo. Its completely normal for your 3700X to go up to ~4.4Ghz.
It won't affect anything and its safe as long as your temps stay under 85C.
