It definitely does NOT need a water cooler for optimal performance, but it depends on what kind of air cooler your case can accommodate. I run this with a Noctua NH-D15 in a Fractal Design Meshify S2 with stock case fans. Game several hours per session and it stays well within its thermal limits at mostly highest game settings with a 3080 pushing 3440x1440 in Cyberpunk 2077 for instance. Fans don't even get that loud except for brief stints. I held off on upgrading my 3700x to the 5800X3D because of all the statements about how hot it gets. Wish I had pulled the trigger way earlier. Would I put it in a compact case with poor air flow? Probably not.
