AMD Ryzen sau Intel "Coffee Lake/Kaby Lake Refresh"?!

Howdy!! Going through that part where I saying "I'm new here", I decided to upgrade my custom rig build because has aged really enough but I have not decided yet what should I choose!! I know that Intel CPU's are really good than AMD Ryzen but here in my country which is Romania is kinda... too expensive. For exemple : an i5 Core 8600k cost 1250 Lei and i7 Core 8700k is about 1800 Lei. Still, I have a question. What's the difference between Intel i211AT vs i219-V chipset?!

Also AMD Ryzen 3 1300X = 600 Lei / AMD Ryzen 5 1500X = 862 Lei.

Some recommendations, please?!

My "aged" custom rig :
CPU : AMD FX 6350 "3 True Core / 6 logical cores" at 3.90Ghz AM3+
GPU : Gigabyte GTX 750Ti 2GB 128bit GDDR5.
Cooler Aftermarket : Cooler Master TX3 EVO.
RAM : Kingston HyperX Beast 8GB "Dual Channel" DDR3 1600Mhz.
HDD : WD Blue 1TB 7200RPM.
PSU : Corsair RMX 850 Gold 80+ Certificate.
MOBO : Gigabyte GA-970 G1 Gaming ver. 1.0


 
R5 is worth it because of more cores, "X" because of no need to OC and if you do decide to OC, it's much easier. I just (couple of month ago) switched from similar setup but with processor going at 4.8GHz and my 1600x at 4GHz more than doubled system performance. 1500X, specially when OCed would easily compare to new Intel processors but at lower price.
In either case your GPU will become a bottleneck.

Well, at least should I go with AMD R5 1500X?! Actually, I heard that AMD Ryzen CPU's can be OCed easily. If I'm not wrong, also AMD R3 1300 as exemple, can be OCed as an R5 1500X from what I heard. That's why I wanted to know if it's worth going with Ryzen. Ohh, even the "CPU Usage" for Ryzen 5 1500X/1600 is quite "low" compared to an Intel i5 7600k, same with 8600K for exemple.

However, my "biggest" question... I guess is, why the CPU Usage of Intel i5 7600K/8600K is high than Ryzen 5?!

Oh, I almost forgot!! My another questions are:

1. How stable and good is that Intel i211-AT (Asus ROG Strix X370-F MOBO)?! It has unstable connection than Killer E2500?!

2. What GPU do you recommend for R3 1300X / R5 1500X?!

So, I understand that Intel i211-AT chipset is not really problematic at all?! That's a good advantage. Thanks for clarification.
