Amd sapphire RX 580 nitro+ fans problem

Hello . I have gpu rx 580 nitro+ , and when im playing gams my tempertures are going to 70-75 degrees in some games not in all for ex in league of legends 45-55 degrees celsius. The problem is my gpu fans are off about all time in lol , and in other games thry turn on but at 900-1100 tpm wich mean 1-10% speed. Why my gpu dont want to be more cold and go with fan speed for ex like 30-50% . I installed new driver 19.1.2 and on last driver this problem was not existed with fans.

Well you can use software to control the fan speed. AMD Radeon Settings will do this, but I prefer MSI Afterburner's custom fan curve.

All GPUs these days have semi passive fans. That's generally @ or below 55-60C depending on the manufacturer. Your card also has a "target temp" which you'll find in wattMan within AMD Settings. That target temp is usually 75C since it isn't bad for a GPU. That keeps noise levels down as much as possible.
Also, 1000rpm is probably at least 25% fan speed (depending on the card).
