AMD Sapphire Vapor-x R9 290 crossfire problem. Help??

I recently bought a second Sapphire Vapor-x R9 290 for crossfire. At first I was confused to where to put the crossfire bridge but as it turns out these newer versions just need to be activated in amds catalyst controls, which i did. So just to make sure it was working correctly i downloaded and installed cpu-z and msi afterburner. The afterburner is telling me both clocks are 0 for GPU2 and cpu-z is saying there are no clocks at all for it. I have a 850 watt power supply. Whats my problem? help?
 
Solution
You have ULPS active, it puts the 2nd GPU to sleep when it's not being used, when you run a game with cf enabled in fullscreen the 2nd GPU will wake up. You can disable ULPS in msi afterburner settings.
