Question AMD stock cooler thermal paste

I have a question for all you builders. I have an AMD Ryzen 5800x5 with stock cooler, I was wondering if the stock cooler had thermal paste already applied at the factory because it didn’t have any plastic over it. It has little gray dots in lines.

Yes, those come with the thermal compound pre-applied.

That material will spread when you tighten the cooler to the CPU.

Those "little grey dots" ARE the paste.
They will spread under heat and pressuere.
