Question AMD Stock cooler

First time building a PC, is it normal that the stock cooler doesn't touch the CPU while it's on the screws? I think It touched the CPU when I installed it, but I'm not sure. I'm asking just to be sure, since I'm on the bios and I'm getting 28C° on idle.

The cooler has to be securely mounted and the bottom of cooler must touch the CPU!

I know, but when I "leaned" the screws on the standoffs the CPU cooler didn't touch the CPU, but I think it did when I installed it.
