AMD stock fan is at 100% in SpeedFan but doesn't reach it's full potential

Hello!

AMD stock cooler only goes up to 3375 RPM at 100% in SpeedFan settings.

Before it was running at 5-6k RPM, I guess that I messed up something in SpeedFan settings. Screenshoots below:

You're right it was extremely loud.

I don't know how to fix this, I will post bios pictures maybe there's an issue there.

PC Specs:
FX 6300
GTX 960
Gigabyte 970A-DS3P
12 GB RAM
Corsair VS 650

AMD Wraith is rated 3200 RPM at 13V while at 12V, you're looking 3100 RPM +/- 10%. So, seeing around 3300 RPM at 12V is common.

As far as 5000-6000 RPM readout goes, that is a false reading. Also, do note that SpeedFan can not control fans plugged into CPU_FAN header. To control CPU_FAN header, use BIOS.

Reinstalling SpeedFan and clearing CMOS did not solve the issue :/

Should I change it to the max and see results? I'm sure that it was way more louder than it is now, but you might be right with the false reading.

You might want to change the "CPU fan speed control" from "Normal" to something else since Normal profile can override the "Slope PWM" settings that you set in place. But in general, yes, Slope PWM should enable you to control the speed of CPU fan.

I set the PWM Slope at Manual - 2.5 from Normal and nothing has changed. I can control the CPU Fan using SpeedFan, but it's 100% at 3375 RPM. I know that this fan can spin more as it's not as loud.
 
Whats the actual issue apart from you wanting the fan to run faster ??

Are your temps too high ?? They certainly look fine from your bios grab with the fan at 2450 rpm considering in bios the chpu runs full voltage.

Also the fan fail warning ?? I personally would leave that enabled.

The CPU was overheating before (52c at idle). Yesterday I decided to open the case. I applied a new thermal compound on the CPU and cleared the dust off the case fans, heatsink & fan. Now there's a good airflow in my case, so the temperatures are great. I want the CPU Fan to run at 100%, because right now SpeedFan shows that it's running at 100%, but it's actually at around 70%. It was really loud before, now is not.

I believe that I messed something up in SpeedFan settings, but I don't know what exactly.
