Question AMD System: FPS Stuttering/Dropping Issue on Certain Games, with Video

Hello, I've noticed on certain games that I have horrible stuttering, which is funny, because many of these games are quite old and do not require good PCs at all.
For example, Dead by Daylight and CSGO have this horrible stutter (sometimes a drop from 100 FPS to 40 instantly), yet Forza Horizon 5, Red Dead Redemption 2, Metro Exodus - no stutters, just normal frame drops that do not stutter.

Anyway, I plan on upgrading my GPU very soon to a RX 6600 XT, but what if my CPU is faulty or something? I'm just worried a bit. As for troubleshooting, I have tried a lot of basic things to resolve the stutter- power options, graphics & display settings, full-screen optimizations on/off, etc. No overheating either, on any components that I see. I also recently clean installed Windows - no fix.

Here is a link to my CPU-Z validation which includes all my system specs and more, but I will list them below if you don't want to click the CPU-Z link: AMD Ryzen 5 3600 @ 4024.06 MHz - CPU-Z VALIDATOR (x86.fr) By the way, you may notice XMP is not enabled - I reset my BIOS recently, but I'm pretty sure it still stuttered with XMP regardless.
