AMD System no longer boots; boot device LED stays on.

My Custom build PC has served me well since 2013. I've never had an issue or malfunction till this week. My issue is that it no longer gets past post, and the Boot Device LED stays lit. I also get no video output whatsoever, not even during booting. The GPU fans spin like normal. The CPU and case fans seem to spin up and slow down after like they do if it was working. Also My caps lock key will light up after a few moments if i were to press it, so its not locked or frozen. Any help on this matter would be greatly appreciated.

I've tried the following:

1. Reseated the cpu
2. used another cpu cooler
3. reapplied thermal paste
4. Reseated ram and used new verified working ram
5. used a replacement motherboard (same issue?!)
6. Swapped the hard drive
7. swapped the sata cable
8. moved the power supply cables to the other spots on unit (has multiple sets of modular cables)
9. Disconnected all usb, and drives
10. removed GPU
11. Flashed BIOS via ASUS USB 3.0 BIOS flashback
12. Removed CMOS battery
13. cleared CMOS using reset jumper

My Specs:
CPU: AMD 9590FX
Motherboard: ASUS Sabertooth 990FX GEN2
RAM:Kingston Fury X DDR3 8GB 1866mhz (x4)
GPU: Nvidia Quadro 4000
PSU: EVGA 1000Watts
SSD: Cosair Force 480GB
HDD: Seagate 3TB (x8)
 


I'm using a Corsair H100i water cooler. I don't currently have another CPU to test. After some discussions, I'm torn between whether its the cpu or the gpu that is possibly dead. (Both have a rep for running VERY hot).
