I am somewhat new to the PC building scene and so far Intel Processors are all I have really looked into. Recently I noticed that there is some AMD processors with killer stock frequencies and they are dirt cheap compared to Intel CPU's with similar clocks. Saying this, I have not further investigated or compared their L2,L3 caches and whatnot so that could be it for all I know. Someone please explain this to me.

Solution
You cannot go by clockspeed alone. At the same clockspeed Intel CPUs are more powerful than AMD CPUs. For example, a FX-6300 overclocked to around 4.5GHz will probably be equal to an Intel i5-4670 running at 3.4GHz.

So what else do i go on that allows me to compare them both?

AMD CPU's are alo very much comparable to Intel range they were being used by many mainstream suppliers like (HP) Better to check the benchmarks to get a better overview Idea about the CPU's Processor clock speed, 3d processing, animatiotion. office packages there are many different types of test .... generally speaking AMD's are the best choice for a tight budget ...
