Depends on what you are after, but realistically the 960 is almost identical to a gtx1050 in performance so it's going to be ok for 1080p in many games, medium-high settings, suffer in some at anything more than medium, but on simpler games will still hit ultra and get decent fps.
4GHz is chump change for an 8350, most of which can easily hit 4.5GHz+ with appropriate cooling. And for some of today's games, you'll pretty much need that OC to get acceptable fps. There is no viable upgrade for an FX 8350, it's arguably the best FX cpu amd produced. You'd need to replace the cpu, mobo, and probably ram to upgrade.
