Would I not be able to just connect the fan directly to the PSU?

You certainly are able to plugged to the PSU, but (I wonder if the PC will turn on, yeah probable will be) you will still need to go to BIOS and disable the CPU FAN check (or some option like that) cause the motherboard will notice it doesn't have a fan plugged to the right fan port and it will send warnings, make strange noises and stuff like that (I never tried, probably never will, so Im not sure).

Also if you plug the fan to the PSU it will only spin at max speed. So if its a noisy fan you will hear it all the time at the same noise level.

Is always a better idea to plug the CPU fan to the motherboard, and a 4 pin PWM fan is better to use for that. But you could get away with a 3 pin fan conected to the motherboard too.
