amd x4 860k constantly runs at max speeds

I have a amd x4 860k and its overclocked to 4.0 ghz and its always at 4.0ghz. even when at idal so now its cuasing a higher power consumption and more heat to be put out. any way to fix this?

Remove the overclock to restore it back to stock speed?
