AMD XFX R7770 no boot

hello,
I had a major crash after the installation of a Bluetooth dongle that ultimately resulted in the re installation of windows. After the install i am now unable to boot with the AMD drivers. I get passed the windows logo and then it goes black. The windows drivers work just fine as i am using said computer to write this.
I would really appreciate any help as this is day 5 and 2 all nighters later im about to find the tallest building i can and huck this thing out a window.

AMD Phenom II x4 840 3.20 Ghz
XFX R7770
Ripjaw Gskill 1333 2x4Gb
700 W PS (dont remember model)
Biostar 770 (i believe it has been a while)

Attempted fixes (i have installed the chipset)
Installation of all AMD drivers with a use of driver display uninstaller to fully wipe old drivers out.
re-seating of card
swapping RAM card slots
swapping PS cable(both cable itself as well as port it is plugged into on PS)
low resolution boot as XFX suggests
Use of an HDMI and DVI based input for every fix (separate boots for each)
Theres more but i cant remember it all as i have done quite a bit
I will be able to use another graphics card to test as of tuesday unfortunately not before then.

Thank you in advance for any help you can offer as i really am trying to get this fixed.
 


try to boot from a usb or a disk
 
I tried on two separate HDS internal and external and a flash drive but to no avail. I should probably mention that it boots through the windows logo screen and is black after that point and never progresses further
