If the motherboard has the original BIOS from when first released, the answer is very likely no.

However, BIOS updates are often applied at the factory (to the then current version) until the item goes out of stock and inventory is depleted.

There is no single "one size fits all" answer to your question. It "depends".

What specific CPU and motherboards are you considering?
 
If the motherboard has the launch bios it will not boot. If the board has a newer bios with 2nd generation support it will work no problems.

If you buy a new 300 series board they all should have 2nd generation support as it has been well over 12 months since ryzen 2000s launch. Although B450s are so cheap 300 series boards shouldn't really be bought.
