I am playing overwatch and I have speedfan open I check my temperature every minute its always around 40-50 and from no where it spikes to 124 and disconnects my internet. It is not a software issue that is all i know.

Solution
If you check the CPU frequency in Resources Monitor, you will most likely see that it drops to 1.4 GHz. Could you add a fan to cool the VRM and then test again?
You should use AMD Overdrive to monitor your CPU (at full load they should be 10°C or higher), but I suspect you may be using a cheap motherboard with a 4+1 phase VRM that has to throttle the CPU to protect itself (that's why you see such a high temperature). What motherboard and CPU cooler are you using?

Motherboard : ASRock 970 Performance
Processor : AMD FX-8350 clocked at 4 GHz
CPU cooler : Cooler Master Nepton 140XL

I am using AMD Overdrive aswell and the temps are not near 124c on it...

AOD provides thermal margins which are the opposite of temperatures. At close to 0°C the CPU throttles; what are the thermal margins at full load and does the frequency drop to 1.4 GHz? If you run a stress test like P95 Small FFTs, the thermal margins should gradually decrease. If they all of a sudden become negative, then the VRM is throttling the CPU.

Your motherboard isn't bad at all, but you ignored the note "* For cooling the CPU and its surrounding components, please install a CPU cooler with a top-down blowing design." It's designed to work well with the stock cooler, but you use a liquid cooler that provides no cooling to the VRM. Install a fan to cool it and your issue should be resolved.
