Actually the "Known Issues" in 16.11.3 are the same as 16.11.2.

my bad the web page was directing me to the release notes for 16.9.2 and it did it twice in a row when I double checked it.

EDIT: found the issue. On the "Release Notes" tab on AMD's web page it has the release notes for 16.9.2 and not the 16.11.3. When clicking on the release notes under the "Description" you get the actual release notes for the 16.11.3 release. Hopefully you can understand where the confusion comes in. They have 2 different release notes for the same release.
