American Truck Sim Not Running At Good FPS

Hey guys. I recently purchased American Truck Simulator and I have all of the required specs, yet the game still lags.

PC SPECS
- INTEL Core i5-4460 @ 3.2GHZ
- 12GB DDR3 RAM
- Windows 10 64bit
- DirectX 12
- Nvidia Geforce GTX 960 2GB

Even on low setting the game still lags, but I have checked all of the system requirements, and even had Nvidia GeForce Experience optimize the game for me (which didn't end well) telling me every one of my settings should be near High and Ultra.
I would like to enjoy this game for what it is. Any suggestions on how to fix FPS?
(On LOW I get around 25FPS, on Ultra around 4FPS)

I have played ETS2. I own it. However it ran well a while ago (months ago) but it runs almost just like ATS (fps is slightly higher in ETS2)
 
What i would suggest you to do is:
1) Download MSi Afterburner, reboot your pc, then run MSi Afterburner.
2) Launch American Truck Simulator and go in a singleplayer game
3) Take screenshots of the graphs in msi afterburner for each of your graphics card (you should have one gtx 960 and one intel graphics 4600) and post them on a website then link them here. Be sure to include the graphs of the GPU usage, GPU temperature and GPU fan speed %, if they are present.

also I didnt mention, but its only in game that it lags. In menus, its 100% fine
 
This is weird... your gpu seems to be running at 100% when the game is running, which is normal if you don't cap the fps, and i do not see any sign of thermal throttling... Do you have as bad fps as in ETS2 in all the games on your computer?
 


No. I play GTAV at High settings in 60+FPS
