Question An MX250 that hates doing its job

Does the MX250 sometimes get stuck on 139 Mhz of clock or is it just me?

Yes this is literally my only question

Laptop: ASUS Vivobook 14 X412FL model
CPU: i7-8565U
RAM: 20GB
GPU: Intel UHD 620 and MX250 (the problematic one)

Problem: The MX250 during gaming sessions, gets stuck on 133 or 266 Mhz clock speed (info courtesy of MSI Afterburner) and refuses to use higher clock speeds after around 3 minutes in the game (during the first 3 it runs fine, even achieving 60 FPS) even though it's not thermal throttling and not held back by my other components.

Now after 3 minutes it stays constantly in the 18-29 FPS range

Anyone got any solutions?
 
Way below the thermal throttling part

Gets up to 75 degrees Celsius at most on 100% utilization. Usually after a while it'll hang around 69 to 73 degrees Celsius
 
How does it perform with a benchmarking app like Superposition?

Does this happen with specific games, or under any heavy sustained load? Are your fans maxing out when the GPU is in use?
I've got the issue somewhat figured out.

The MX250 was thermal throttling, the voltage delivered to the card was around 0.95 V when it hits the base clock speed. But due to the temperature it scales back to 0.775 V which results in the low clock speed.

I guess I need a cooling pad. Thanks for the help though!
