An Odd Bug Causing Windows To Scroll Down (Its Driving Me Nuts!)

So literally in the last 30 minutes this started happening, windows, like in my control panel that have a scrollbar keep scrolling down by themselves, it dosnt happen in my browser oddly enough, every programme on my PC with a scrollbar has this problem. I have unplugged my mouse and keyboard and still the scrolling continues... Any ideas would be greatly appreciated. thanks!

Thank you for responding sir! but i appear to have solved the issue, before, i unplugged the mouse, yet it kept scrolling, i plugged in another mouse and it stopped scrolling?? and then plugged back in the 1st mouse and it stopped scrolling?? weird. Perhaps it was being caused by the wireless signal getting messed up? i dunno, but its gone now.
