Microsoft has announced that Windows 10 will support ARM. If Windows 10 is on there, you can pretty much bet DirectX will be, too.

They might've already had DirectX on ARM-based Surface devices, as part of WindowsRT, or perhaps it was included in Windows CE. I don't know much about either.
