Both are good CPU's Intel is known to have more power per core, and since the i7 offers hyper threading I'd go for the i7. I'd also try to get a 4790K since you will be able to overclock. But I'm not saying AMD is bad by any means, both will perform great. I'd say do some research, and decide what will be best for the purposes of your machine and decide from there.

Who told you that? I can tell you in my own personal experience that isn't true, i have a i5 4690K and was able to get it to 4.6ghz just fine (4790K is the same as i5 just with hyperthreading, more cache, and higher stock clock).

You can see people overclock i7 4790Ks to 4.8-5.0ghz.

The 4790k comes built in with a 4.4ghz turbo mode. Overclocking will allow you to go even higher.

That depends on your cooling solution and case fans, if they are cheap then most likely they will get noisy but if they are high quality then it should be quiet.
