How to use OTG device on Huawei y530 that does not support OTG???

Cant? The phone would have to support OTG for it to be the controller. You could always use another device that supports OTG, connect them, and use that device as the host.

A footnote. Just to be sure, are you aware that a device that does support OTG requires a special cable to act as the host? I've tested with my Samsung Galaxy S4 and it only acts as a host with one of those cables.
