Animation delay/Ghost lines

Hello, i have been having some problems with my self built gaming pc.
Cpu: i5 4460
Gpu: Asus strix gtx 960 2gb
motherboard: Gigabyte Z97pD3
RAM: Corsair 8Gb
Powersupply: Evga 500W

Animations in Both windows and Games such as Counter-Strike Global Offensive along with World of warcraft has "Animation delay/ GhostLines". Animations inside of Windows are running Unsmooth. such as closing,opening and draging windows around. I actually made a video about the problem. ( https://www.youtube.com/watch?v=qcg4q8n1UjI ) And like you can see in the video there is this Animation delay. I get the same issue with animations in games =/

I have tried with reintalling the OS. Windows 7/8.1 and 10
my main display is a Acer 144Hz. I have tried with buying a new Dual link Dvi display cord.
and i have also tried with another 60Hz screen. The problem is still there but it's not as noticeable on the 60Hz. I have sent in the Pc for Hardware check but all of the hardware seems to be working like they should. ( Prime test,Gpu benchmark and so on looks good)

How do i fix this? Note that i already tried with Vsync along with other Settings in the Nvidia control panel. I have been having this problem for a very long time =(
