Hello everyone.
So I have this weird issue which persists across all Windows versions (7, 8, 10 and 11). Most animations, especially when closing apps/folders simply stutter. I want to quickly point out that this issue started randomly on my previous build which was a DDR3 build. After several years, I finally upgraded to a fresh new build which is now DDR4 (full specs below). Quickly after upgrading to this new PC, I was shocked to see that the issue simply remained, even with ALL NEW parts. As for the issue itself, please see videos below:
The first video is from Windows 10, it shows that even though I have animations, when I close folders, there is simply no animation or it's super fast (unstable). Second and third are from Windows 11. Please, take a close look and notice how every time I close something, the animation kinda snaps/stutters, it doesn't end the fluid way it should end (this is most prominent on the third video when I'm closing Chrome. Notice how much it stutters). Also, these videos are slow motion, so please fast forward to moments when I'm closing programs/folders. Slow motion video was the best way to catch the issue as detailed as possible, because on normal videos this issue is not nearly as much noticeable for some reason. Now, I know you might say that it's nothing serious and I should ignore it, but the thing is, this stutter is much worse in real life, it stutters so hard it makes my eyes bleed. The other reason why I cannot ignore it is because this behavior kinda persists throughout the whole OS, it's like everything is simply kinda stuttery (like when scrolling through websites in any browser), which even translates to games. Long story short, the whole experience is garbage and not fluid at all, it's simply not enjoyable to the eye, especially on the new 144hz monitor.
Things I've tried:
1. Change the whole PC, as I already pointed out
2. Reinstall Windows dozen of times. Tried different versions of them
3. Went through 4 different motherboards (Gigabyte, MSI, Asrock, ASUS)
4. Went through several different RAM kits
5. Went through AMD and Nvidia graphic cards
6. Tried to wipe the whole computer and leave simply nothing on it
7. Tried billions of tweaks and fixes found on the internet
8. Tried stock BIOS settings without changing ANYTHING
9. Changed peripherals like keyboard, mouse and monitor
10. You name it
Specs:
i9 10850k stock settings, no overclocks
G.Skill 2x16GB 3600Mhz CL16
Asus Rog Maximus XII Hero
Corsair RM750
RTX 2080 Ti
1080p 144Hz monitor (this issue started when I had a 75hz monitor)
At this point, I'm lost. The last time I felt Windows being fluid and smooth was back in 2018 when I had a generic old Xeon Quad Core CPU with GTX 750 Ti in it. Ever since I moved to bit beefier PC (4790K, RX580), this problem started shortly after and stayed the same ever since. Got some hard earned money and built myself a completely new PC from scratch and this damn issue remained. Windows simply feels like garbage, not a single animation feels fluid at all. I even tried Windows 8 and it was also kinda jittery/stuttery, much worse than my old Xeon system (and yes, before you ask, my monitor refresh rate is set to 144hz). This is bizarre and I have no idea what caused this issue. I'll be honest, I'm not really expecting anyone to be able to help, but I'm hoping there is someone who had this issue and maybe fixed it, so if there is anyone who had this experience before, please let me know if you were able to fix this. Thank you.
