If a vet reward ankh is put up in a house, can ghosts resurrect at it
like a dungeon ankh?

Sadly, no. It's pure decoration.

Does anyone know if the vet reward program's still going to grow, or has it
been 'frozen'?

According to folks on Stratics, the developers stated a while ago that there
were not going to be any new rewards. 6th, 7th, etc year vets can look
forward to an additional reward choice as their bonus. Doesn't mean you
shouldn't cross your fingers and hope though; there's been a lot of requests
for that armor dye tub.........

Sannio used to always say that there would never be more Vet rewards added. Of
course, then they went and added in the House Design Contest winner's design as
a first year reward. Either way, I would not hold your breath waiting for new
gifts. Now that EA has a new community rep or two, you could always try to go
to Stratics and bring the topic up again.

"Never say Never". The rewards program was an absolute pain to
program and no one was really happy with the result (or the delay in
getting it implemented). However that's not to say that they won't
revisit the idea for the 10th or 25th anniversary (if the game lasts
that long).

Oh, I agree that "never" is not a word to be used. I simply was saying that
EA's former Community Rep had gone on record as saying there would never be
more.
