Annoying blue box audio keeps popping up

Question to the community on behalf of a friend running XP.

A small blue box that says Audio and shows a sliding volume bar keeps popping up in the centre of my friend's monitor. The box can't be moved and the slider nothing - the cursor just slides behind it. She fully upgraded her desktop equipment around a year ago, This is a new issue, just started last week. Is it a monitor issue, do you think?
