Annoying frame time spikes

Hi everyone,
first of all I am sorry if I misplaced this thread, I didn't know where to post it.

This is my last hope to fix this issue, I've done so many things so far that I've ran out of ideas.
Problem I am having is occasional spikes in frametimes, FPS would stay high, e.g. in Far Cry 3, around 60, but the frame times go up from 16ms to 50ms, and this happens in almost all games.
It's throwing me off so much that I don't even play games anymore on my PC.
So far I've tried:
1) Clean install of windows(both 8.1 and 10) - can't install windows 7 on Ryzen(too much to do)
2) Swapping my GPU,RAM,Motherboard,CPU,PSU
3) Installing windows on a different hard drive
4) Disabling/adjusting pagefile size
5) Trying another monitor
6) Disabling Game DVR in windows
7) Disabling fullscreen optimizations
8) Locking framerate with VSYNC; still hapens.
9) Locking framerate with rivatuner; frametimes are better, but occasional spikes still make it stutter.
10) Turning off AMD Cool N' Quiet
11) Setting power mode to High performance, also did it in NVIDIA control panel
12) Unparking CPU cores
13) Disabling useless services inside windows
14) Repaired DirectX and NET Framework
15) Using Ultimate windows tweaker to disable windows 10 spyware
16) Disabling windows defender
17) Updating BIOS
18) Clean install of latest drivers using DDU, also tried older ones
19) Temperatures aren't a problem, both GPU and CPU do not exceed 75C while gaming.

SPECS - Parts I've tried to replace mine with will be in the brackets, again, I've tried reinstalling windows on all these hard drives separately and same issue persists.
CPU: Ryzen 3 1300X 3.5GHz(not overclocked) - (Pentium G4560)
Motherboard: MSI A320M Bazooka - (AsRock B250M-HDV)
RAM: G.SKILL 8GB DDR4 2133MHz - (G.SKILL Trident Z 3000MHz)
SSD/HDD: Patriot Burst 120GB SSD, 5400RPM 500GB HDD, 7200RPM 500GB HDD
GPU: GTX 950 2GB GDDR5(Strix) - (GTX 750 2GB GDDR5)
PSU: XFX 500W - (Seasonic 620W)
Chassis: NZXT S340
OS: Windows 10/Windows 8.1(happens on both)
Resolution: 1920x1080, tried lowering, doesn't help.
and in-game detail/settings: happens on all of them.

I'll also provide a picture I took of my frametimes which I monitored through MSI Afterburner.

If anyone knows what it is, please help! I am basically clueless right now, did so many things and none of them have worked.

1| Did you rule out a corrupt installer by recreating it using Windows Media Creation Tools?
19| You didn't mention your full system's specs. List them like so:

and in-game detail/settings:

20| Have you tried using the latest drivers? You're on 388.71. The latest is 397.31

Hey, thanks for your help, yes I've tried Windows media creation tool.
I'll update the specs in the post.
About the drivers, yes, I tried using the latest ones, even tried going back to older ones(always did it with DDU so there wouldn't a conflict).
 


Low mem (8Gb) + slow HDD (5400rpm) also very slow mem especially for ryzen,for the pentium it's a bit slower then max but not much.
Games work by constantly loading in new textures and if the system can't keep up then the CPU and GPU have to wait for the loading to finish.
