annoying noise for a few minutes after booting on

i am using a 5 year old pc consisting core i3 2100 and intel dh61sa , western digital sata 2 500GB hdd, with a casing inbuilt power supply . for the last 1 year i am notificing kind of noise after pc booting , it persists upto 1-3 minutes, sound is kind of engine , I don't know , i cleared up the motherboard, ram , the entire interior, still the noise is occuring, is this a problem with power supply or what ?

check if it is not the cpu fan that rev up and then slow donw in this you might have to repaste the cooler .
