Another broken GPU?

Hello folks,

Alright, I just upgraded my original gaming rig. I upgraded the PSU, GPU, CPU, added a new 1TB HDD & even got a new case.

Everything works fine: "fine." The GPU is brand new from Sapphire, but when I start my PC up, the boot screen & post screen look like a colorful corruption screen. It doesn't effect boot speed or anything.

I am guessing I just got another bad card [this is my 2nd R9 390, the first did the same stuff, so I sent it back as I thought it was the card], because when I put my Sapphire HD6950 2GB into the PC, the screen on start up is normal.

I did use the card for a brief moment in gaming to see if any problems would arise, but there were no artifacts, tearing, stuttering, etc. that I saw. Nothing else looked corrupted, both in & out of games. The boot-up just looked bad, which makes me assume that the card will probably die fairly soon if I use it. I can't really be this unlucky that I got 2 bad cards... can I?

GPU: Sapphire Nitro R9 390 8GB [Stock] [15.10 beta drivers.]
Note: This is my 2nd R9 390, I RMA'd the first one because of the same issue(s), but now this 2nd one is not looking good either.]

CPU: FX-8350 [Stock]
PSU: CX750M
MOBO: Gigabyte GA-990FXA-UD3 9 [Rev 1.1 - BIOS: GA-990FXA-UD3 F9]
Memory: Corsair vengeance 8GB (4 X 2GB) DDR3
Monitor output: DVI [I did try HDMI as well.]

Windows 7, & even after I uninstalled (used DDU) all drivers, and just went "barebones" it still corrupted the splash screen. I mean, I could try to rollback to 15.7, instead of using the beta drivers. Also updated my BIOS from F9 to F10e, but to no avail.
