here's another. people who are trained with weapons simply do not drop
them in the middle of a life-or-death combat, unless they've found
sudden, dire need for a free hand, have been disarmed, or have been
rendered stupid or unconscious.
similarly, since many of the fumble effects are somewhat harsher than
just dropping the weapon, they're pretty good at not injuring
themselves, their friends, or burying their weapon to the hilt in the
ground. that's Toon you're trying to play.
ta-da, easy. and you won't come off as some sort of flumph-bag DM
out to hinder and torment his players at any cost.
