(Another) OBS settings question Gtx 1080 i5-8600k

Its time for another "incredibly specific to the user since every other related thread/question doesn't fit my specs and OBS settings" thread.

The issue: Stream gameplay output lags randomly at times but my webcam stays solid. Consider it more like a "lag" effect at random points if anything.

The specs: GTX 1080, i5-8600k (clocked at 4.5ghz)

(The two below settings were enabled after, didnt have time to re-stream and check results)
>Encoder Preset: High Quality

>Base resolution: 1920x1080
>Scaled Resolution: 1920x1080
>Downscale Filter: Bicubic
>Common FPS values: 30

No change to output or scaling through manual scene changes or filters.
OBS reports between 0.7 to 1.7% cpu usage with these settings

I've seen other youtubers with the same GPU/CPU have theirs at 1080p 60, far smoother gameplay than mine on stream. Im not sure as to whether or not upping it from 30fps value to 60 would be beneficial to output (30fps is completely fine with me).

I've you've got any ideas, or a blueprint of sorts if you have the same card and cpu as me, i'd love to hear it. If i need to be chastised for this post or called an idiot, i'll take it as constructive criticism and move my thread accordingly. Thanks for reading :)
