I've just played re2 demo and realized that when i changed graphics setting it said my graphics memory is not enough (and why the hell my graphics memory is 0.0gb when it clearly 4gb on my gpu)(image 2). After that i tried playing LoL and it didn't use much my vram (about 200-300mb) as well as my memory clock wasn't running much at all just 1% or some thing.(image 3)
Finally i ran test on furmark and noticed that gpu mem clock and gpu load were 90% and 100% loading, however, memory vram used is just 456mb or 565mb/4gb...(image 4)
I recently built a new intel cpu i3-8100 (upgraded from my old cpu amd fx 6300) and haven't re-installed windows. But when i tested SOTTR on Saturday 13th, my gpu ran really well, hit 60fps with high settings and everything seemed normal until today.
I ran dxdiag to check my gpu and saw the memory share line. Was it share all of its memory to my computer? (image 1)
That's all my thoughts, i look forward from your supports soon!

Solution
Well until you reinstall Windows no one should waste their time trying to troubleshoot your PC.

After you change motherboard and CPU you should always do a complete new install of Windows. ESPECIALLY going from AMD to Intel.

That would be like putting diesel in a gasoline car and the mechanic changing fuel filters and spark plugs but not draining the fuel tank.

My specs before build new components; AMD FX-6300, 16gb ddr3, RX570 Aorus, FSP 700W (this PSU is dead)
After i upgraded: intel core i3-8100, 8gb ddr4, RX570 Aorus, Gigabyte PB500W (80plus bronze) and B360M Aorus Pro

I mean it worked fine after i connecting all the devices, i tested SOTTR and hit 60fps with memory gpu used around 3.3/4gb but today when i installed RE2 Remake, it just said 1.6gb/0.0gb... And, yeah... maybe i have to re-install Windows but yet i just have 1 storage device (only 1 SSD WD 240gb)

oh about that, i've already checked it fitted well and my system can detect it correctly... I just don't know why my gpu doesn't use all of its vram.

because he built a new computer.. went from an amd to intel

Well, i may re-install windows 10 again when i have free time and... a new storage device because my computer is only have 1 SSD (i'm still a college student and just use for playing-1-game only and a few documents for studying)
And if you don't mind, please screenshot the picture of your gpu when you run dxdiag... I just need to check if your gpu memory shared like my situation or something...?? Thank you, guys!!

Ok, i'll try to re-install the windows ASAP and if anything works properly again i'll tell you soon!

it'll fix your issues i promise!! you always need to do a clean install of windows whenever you upgrade your cpu/mobo

Oh i've just realized when i benchmarked in HEAVEN BENCHMARK 4.0 (High settings, 4X Anti-aliasing), the gpu clock and memory clock reached their max speed (gpu clock 1280mhz and mem clock 1750mhz), gpu load around 90-98%, vram still used low i dont know why (1.1-1.3gb) and especially the FRAME BUFFER (FB) just kept dropping and instanly going up then going down (in picture it's 18%), it's not stable. And i believe this could be one of a reason why my fps aren't stable and lead to gpu load not working correctly, plus the gpu vram...

Solution
Just wanna say, i installed new windows 10 last Saturday and it now ran any game smoothly. But just a tiny problem here is when i first played a game (League of legends) the screen went black like a TV lost signal, then i restarted computer and when the windows showed up it said "radeon wattman settings have been restored due to an unexpected system failure black screen" ( i installed the gpu driver but not accepted wattman and ran it with msi ab) as i tested with another game (Farcry 5) it didn't have that error again yet, just a thought crossed my mind that my gpu "might be dead" at that time.
