Question Another unstable internet connection

So I have been having internet problems for a longer period of time, it seems to be slow continuously with connection drops every 5 minutes or so, sometimes modem resets
I suspect it could be due to bad grounding (I measure ~60 volts; ground to line and ~3.5 volts between coaxial cable shield and computer case)
I have only one splitter, one output for PC and one goes to TV.
It works the same way via Wi-Fi
Connection seemed more stable on older Cisco modem (can't remember the model)

PSU: LC Power LC5550 V2.2
CPU Core 2 Quad 9400
Motherboard:MSI-G41M P26
PCI Network adapter:Qualcomm Atheros AR8132 (integrated)
OS:Windows 7 64 bit
Ethernet cable 1m Cat6a.

In short what I want to know if the problem is on my end, or ISPs end
And if it is up to me, what could I do.

Did you post 2 different modems ?

From that log you are getting disconnects from the ISP on the modem. In most cases these issues are outside your house. You could connect your modem as close to where the cable comes in and compare the signal levels. You might not see the connection actually drop but watch the error count numbers. You should be able to donwload some larger files to try to push the connection to maximum and then see if you are getting a lot of error packets.

This is all to prove to the ISP the problem is theirs. They can come out and hook to the wire coming into your house and know if it is good but most will charge you if they find no problem. Mostly you want to test to be fairly sure it is the ISP. In most cases it is especially if you have not changed you cable. Just be sure to check that everything is tight and clean.
