Does this powers supply is fine for mid range amd pc rx5600xt ryzen 5 3600 whats the quailty of this psu Antec 650W 80+ Bronze NE650M

I wouldn't use that PSU for your build. The Antec is an older CWT GPK platform. It's double forward and doesn't have DC to DC. It's more mid quality made by CWT. You could do better but you could also do a lot worse.
If you can find a better quality one would be better.

Your PC is going to be in the 300 watt area so it should actually work.

The problem that they dont have every power supply in the store i want 650w for extra headroom they have only the Antec VALUE POWER Active PFC 700W 80+ VP700P Plus Retail
And the other one that i mention in top also they have cv650 crosair all the others are worth to much

I would use the CV650 instead of the Antec. It is at least DC to DC.

Fairly hard to argue with this since I just ordered the CV 450 for a new build for my wife but it's just going to be running a G5400 with no video card. The PSU shortage is rather bad right now. Just got my 10600K ordered for my new build but going to reuse my Seasonic G series 650 watt that is about 4/5 years old but I have faith in it.

I think the built in HD 610 graphics will do fine for her no gaming just Email/Youtube and such. I do have a 7700 in her current PC but I see no reason to reuse it. Just to say her current PSU is a 8 year ole NeoEco 420C. Bassicly the same PSU.

Its 550W it will be enought for ryzen 5 3600x and sapphire pulse rx5600xt

That is another old platform that shouldn't be used. It is group regulated which isn't a good thing on modern components. I'm not sure if it is DC to DC either.
