Question Antec PC Boot Issue

Hi guys, I’m trying to fix my parents custom built computer. I made it for them a little over 5 years ago and it’s been working great up until 3 months ago.

Machine Specs: OP Windows 7
Antec ISK 300-150 Mini-ITX Case
ASRock H97M-ITX/AC Mini ITX Motherboard
Intel Core i3 4360
Western Digital WD Blue WD10JPVX 1TB
Kingston ValueRAM KVR16N11S8K2/8 8GB (2x4GB) DDR3

I‘ve just recently taken it apart, severely cleaned all the contacts and cords, reseated all the cables on the motherboard, but it’s still doing the same thing.

It powers the CPU fan and the computer housing fan they power for 30-60 seconds, they then turn off and repeat this process (not at any point does the monitor detect a signal)

Is anyone able to shed some light on this issue?

Power supply? brand and model and how many years has it been used.

It’s an integrated power supply inside of this case.

I would assume your power supply is the issue, i have seen a lot of problems same as yours and they were using such bad power supply.
