In the PSU tier list Seasonic ECO 430 is not mentioned, where as antec VP is in tier 3.

Mine is a modest rig with a Sandybridge dual core, and ATI HD 7770 , i do light to moderate gaming. Kindly suggest me the better choice or any other if there is.
Thanks in advance!

It's not AS good as Seasonic's other PSU's but for a budget PSU it is very good. If you want a PSU as good as Seasonic's other PSU's you will have to pay more and buy one!

For your modest build, either of those PSU's will be perfectly, absolutely 100% fine. Some people get a bit silly about getting the absolute best PSU in the world but it makes more sense to look at your other hardware too. There's no point spending a fortune on a PSU that costs more than most of the other components put together!

For a modest computer like yours the most important considerations are adequate ripple suppression, ability to provide the required current, stable voltages and a solid build that isn't lacking essential safety features and both these...
The SeaSonic ECO 430 is the only PSU in the ECO series (as of this writing) and has not been reviewed by a legitimate reviewer. You can find it in the PSU tier list but it's down at the "Currently un-tiered - Announced PSUs and / or currently awaiting to be reviewed by professionals." part of the list.
While the VP is made by Delta (one of the top PSU manufacturers), one thing you might take away from that list is that SeaSonic built PSU's are only in tiers 1 and 2 once reviewed. For that reason, the Seasonic ECO 430 would be my choice (even without being reviewed yet) since I would expect it to receive high ratings from a legitimate review

They're both solid, basic PSU's using a mixture of Taiwanese, Japanese and Chinese capacitors made by OEM's with a good reputation. They both have a ball bearing fan which should last well but is slightly noisier that other kinds.

I'm pretty sure the ECO is based on the Seasonic S12II but with a few cost-cutting measures. Both the Antec and Seasonic are older designs but they've stood the test of time well.

Here's a review of the ECO 430W, it's in Dutch but translates well. http://nl.hardware.info/reviews/5934/seasonic-eco-430w-voeding-review-betaalbare-seasonic-voeding

I'd go for the Seasonic unless the Antec is much cheaper.

The Seasonic ECO has been available in India for a good few years now but it is also available in Europe this year. Here it is in the UK http://www.scan.co.uk/products/430w-seasonic-eco-series-85-eff-80-plus-bronze-2x-18a-plus12v-dual-rail-1x-120mm-fan-eps-haswell-rea

Can you afford the extra 700rs? What is the total cost of both PSU's?

On Flipkart there's only about 500rs difference and in that case I'd get the Seasonic
